Depuis 1987, il a été demandé aux autorités sanitaires anglaises de planifier le développement des soins palliatifs ; mais leur bilan reste inégal. Cet article est constitué d'une revue documentée des plans d'amélioration sanitaire publiés par les 99 autorités sanitaires d'Angleterre. Ce qui apparaît très clairement est la notion que les soins palliatifs spécialisés, particulièrement pour les patients non-cancéreux, sont perçus comme un supplément optionnel par beaucoup d'autorités sanitaires plutôt que comme partie intégrante et essentielle de la stratégie globale des thérapies de soutien qu'elles ont clairement du mal à mettre en place.
