Using ex post data to estimate the hurdle rate of abatement investments - an application to sulfur emissions from the Swedish pulp and paper industry and energy sector

We propose a method for estimating hurdle rates for firms' investments in pollution abatement technology, using ex post data. The method is based on a structural option value model where the future price of polluting fuel is the major source of uncertainty facing the firm. The econometric procedure is illustrated using a panel of firms from the Swedish pulp and paper industry, and the energy and heating sector from 2000 to 2003. The results indicate a hurdle rate of investment of 2.9 in the pulp and paper industry and 3.4 in the energy and heating sector. . Nous proposons une méthode pour l'estimation ex post des seuils du prix de l'énergie au-delà desquels les industriels investissent dans des technologies de réduction des émissions polluantes. Nous utilisons pour cela un modèle structurel de valeur d'option avec incertitude sur le prix futur de l'énergie. La procédure économétrique est appliquée sur un panel de firmes individuelles de l'industrie suédoise du secteur de la pâte à papier et du secteur énergétique sur la période 2000 - 2003. Les résultats d'estimation indiquent que les prix doivent être multipliés par trois afin d'inciter les industriels à investir dans la dépollution, par rapport à la situation sans incertitude sur le prix de l'énergie.
