Trajectory of the reform of territorialization of agricultural development in Bénin: what do stakeholders have to say?. Trajectoire de la réforme de territorialisation du développement agricole au Bénin : qu'en disent les acteurs ?

International audience. In Benin, the agricultural sector has undergone profound institutional changes since the advent of the new political regime in 2016. The most perceptible is the territorialization of agricultural development, characterized by the zoning of the national territory into seven (07) Pôles de Développement Agricole (PDA). Based on a qualitative approach, this study aims to analyze the trajectory of this reform. The data collected during 24 interviews in 20 towns from institutional stakeholders and resource persons were subjected to contextualized content analysis. Discourses converged on the low-participation approach during the different sequences of the reform trajectory. Actors deplored the instrumentalization of the inclusion of stakeholders and a disguised dirigisme in its implementation. This has led to a distortion between forecasts and reality in terms of the administration of the PDA, the liberalization of agricultural extension and the regionalization of agricultural research. The consideration of the aspirations of all categories of stakeholders through consultations based on a bottom-up approach contributes to real inclusion. . Au Bénin, le secteur agricole connait un changement institutionnel profond depuis l’avènement du nouveau régime politique en 2016. La plus perceptible est la territorialisation du développement agricole caractérisée par le zonage du territoire national en sept (07) Pôles de Développement Agricole (PDA). La présente contribution emprunte une démarche qualitative pour analyser la trajectoire de la réforme de territorialisation du développement agricole. Les données collectées au cours de 24 entretiens dans 20 communes auprès des acteurs institutionnels et des personnes ressources ont été soumises à l’analyse de contenu par contextualisation. Les discours ont été convergents sur l’instrumentalisation de la participation et de l’inclusion des acteurs dans la formulation de la réforme ainsi qu’un dirigisme déguisé dans sa mise en œuvre. Cela a induit une distorsion entre la prévision et la réalisation en matière d’administration des PDA, de la libéralisation du conseil agricole et de la régionalisation de la recherche agricole. La prise en compte des aspirations de toutes les parties prenantes du secteur agricole à travers des consultations basées sur une démarche bottom-up sera gage d’une réelle inclusion sociale.
